What counts as a Free Cities project
This register tracks places where people are building an alternative to conventional government on a defined piece of ground. Each entry has a location you can point to, a group or operator behind it, and a public record we can check. Projects appear here whether or not the Foundation is involved with them, and an entry is a description rather than an endorsement.
The list is deliberately mixed. Some of these places have residents, streets and a working legal framework today. Others are a company, a plan and a piece of land. Reading them side by side is the point, because it shows what the idea looks like at every stage between proposal and functioning town.
The four kinds
Intentional communities stay within ordinary national law and build their difference through ownership, contract and a shared founding agreement. They are much the largest group here. Special jurisdictions operate inside a host country under a legal regime that country created for them, which gives them their own rules on tax, regulation and dispute resolution while its constitution and criminal law still apply; the Honduran ZEDEs are the developed case. Sovereign territories govern themselves rather than being governed from a capital. Some have held that standing for centuries and nobody disputes it, as on Sark; others claim it and no state recognises the claim, which is where Liberland and Sealand stand. Seasteads move the idea onto the water. What floats today floats in coastal waters under a national flag, and open water under a jurisdiction of its own is the ambition being built towards.
How far along each one is
Every entry carries a stage. Operational means people live or work there now. In development means construction or legal groundwork is underway. In planning means the project is still on paper. Complicated is reserved for places whose legal position is disputed or in flux, which in this field happens often enough to deserve its own label rather than a footnote. The register is ordered by stage, so the places you can actually visit come first.
Keeping it current
Projects in this field change quickly, and a court ruling or an election can move one between stages. We revise entries as circumstances change and welcome corrections from the people running these places. If something here is out of date, or a project is missing, please tell us .
