
Started by a community of expat libertarians from CIS countries and becoming international over time, this project’s goal is to be a role model of liberty in practice to their neighbors and the whole country of Montenegro.
Montelibero is an intentional community on the Adriatic coast of Montenegro, built around a shared commitment to libertarian values. It was started largely by Russian-speaking liberty advocates from the former Soviet space and has broadened over time to draw participants from further afield.
The project takes inspiration from the Free State Project in the United States, but with a deliberately different method. Because most of its members are foreign nationals, for whom direct involvement in local politics would be unwelcome, Montelibero seeks influence not through a voting bloc but by example: by being good neighbours and demonstrating its values in practice, in the hope of spreading them to the surrounding society.
Its centrepiece is a planned settlement, sometimes called MTL City, near the port city of Bar, intended as a base for the community alongside members already dispersed along the Montenegrin coast. Montelibero also runs an internal economy that includes its own euro-pegged stablecoin, used for everyday transactions and to channel investment into the community’s ventures.
