Carlos Pineda

Carlos A. Pineda Pinel is a Honduran lawyer and reform strategist best known for co-designing the legal and governance framework of the ZEDEs (Zones for Economic Development and Employment), a bold model of autonomous special jurisdictions. He served on their national oversight body (CAMP), helping adapt global best practices in law, arbitration, and institutional design.

He also co-authored Honduras’s Investment Promotion Law, launched the first online company registry in Central America, and led the creation of the country’s e-government platform.

Carlos advises governments, developers, and investors on Special Economic Zones (SEZs), incentive structures, and legal innovation. He has represented clients in national courts and before the Inter-American Commission on Human Rights.

He holds an MBA from IE Business School, a master’s in law from UNITEC, and has trained at Oxford and Harvard in negotiation and public-sector innovation.

Through his firm, Developing Concept Consulting, he offers advisory services on legal frameworks, institutional design, and SEZ development.
