William Markus is a co-founder and partner at the Pacioli Network, an international consulting network focused on Corporate Performance Management.
The Pacioli Network is a network of consultants specialising in corporate performance management, the systems large companies use for planning, consolidation and financial reporting. It advises on the accounting as well as the implementation: group and management reporting, internal controls, and conversions to international standards.
That is an unusual vantage point on the Free Cities argument. Markus spends his working life inside the reporting obligations a jurisdiction imposes on companies, which is where the real cost of a legal system is felt by a business, rather than in the headline tax rate. Because the network operates across borders, his clients are typically firms answering to several regimes at once, and the differences between them are measurable in the work.
William is also a staunch supporter of the Free Cities movement. He believes that more decentralisation and competitiveness in governance improves the lives of people from all walks of life.
