Cesare is dedicated to promoting innovative governance models that create greater economic freedom in Nigeria. In 2021, he founded Abelar: an organization that provides research and consulting services that focus on advancing special jurisdictions. Cesare studied Banking and Finance at the University of Benin, Nigeria and has undertaken national service at the Lagos State Ministry of Economic Planning and Budget.
Abelar researches and advocates for special jurisdictions in Nigeria, and its work has included an institutional blueprint for an international financial centre in the country. He has also supported the Charter Cities Institute’s NXT50 Cities project and several new-city developments, and writes for Nigerian outlets on urbanisation, governance and what economic zones can and cannot do.
The case he makes is demographic before it is ideological. Lagos already holds more than twenty million people and the projections for this century are far larger, so the cities that will house them are being built now, either with usable rules or without them. The question is whether Nigeria writes better ones deliberately or inherits worse ones by default.
