Annette Heinisch is a German lawyer and advisor. She studied law in Hamburg, specialising in international banking and monetary law and financial constitutional law, and has practised as an attorney since 1991, advising decision-makers and small and medium-sized enterprises. She is a regular commentator for the German opinion site Achgut.com (Die Achse des Guten), writing on politics, economics and governance.
She also hosts Macht&Markt, a German-language podcast of in-depth conversations on economics and politics with expert guests.
Her training in monetary law and financial constitutional law is unusual in German commentary, and it shapes what she writes: less about the politics of a measure than about whether the state was entitled to take it, and what happens to a legal order once the rules constraining it are treated as negotiable.
She has been a guest on Achgut’s Indubio podcast and writes on the constitutional side of monetary policy, which is where her work meets the Free Cities question: a jurisdiction is only as good as the limits it actually observes on itself.
